About

Unless your agency is in MTW or files exclusively through FRS, HUD begins enforcing HOTMA sections 102 and 104 on January 1, 2027. Enter your HUD participant code for a free Decision Sheet listing every election you have to record, each with its CFR citation. Flat fee from $99 for the redlined chapter and the whole adoption record.

QuorumFile is a drafting engagement, not software an agency operates. HOTMA sections 102 and 104 do not simply change how rent is calculated — they hand the agency a set of choices, and several are only available to an agency that has written down which choice it made. Discretion you never adopted is discretion you do not have.

The free Decision Sheet lists every one of those elections for your agency, with the CFR section it comes from. It reads the same catalogue the paid adoption pack reads, so a citation found here through a search engine is by construction the citation in the document — there is one copy and the page cannot drift from it.

The record

  • Prepares the HOTMA adoption record a public housing agency has to have before 1 January 2027
  • Published by Compound Labs
  • Live at quorumfile.thecompound.tech
  • 28 registered claims, 28 of them carrying the primary source they came from
  • Every one of them re-verified against that source on or after 24 August 2026
  • Whether it is up right now: the status page, measured from outside this site

The figures in that record are counted from this product's own claim register rather than written beside it, and the date is the OLDEST verification in the set rather than the newest — a register is only as fresh as its stalest entry, and the newest date is the flattering answer. Nothing here is a round number somebody remembered.
